Guidelines for CUTR/EAC Certification of Assembly Lines, Production Lines, and Packaging Lines Exported to Russia
Certification Regulations and Core Basis
Assembly lines, production lines, and packaging lines exported to Russia must comply with the Customs Union Technical Regulations (CUTR), with the core basis being TR CU 010/2011 ‘Technical Regulations on the Safety of Machinery and Equipment.’ In some cases, other regulations must also be considered:
Electromagnetic Compatibility: TR CU 020/2011 applies.
Voltage Safety: If the equipment voltage exceeds 50V AC or 75V DC, it must comply with TR CU 004/2011.
Food Production Lines: Additional hygiene standards (e.g., HACCP) apply.
Certification Forms and Scope of Application
Based on equipment type and risk level, certification forms are divided into two categories:
1. EAC Certificate of Conformity
Applicable Scenarios: High-risk equipment (e.g., pressure equipment, machinery operating in hazardous environments).
Features: Requires third-party institution review and factory inspection, with a relatively strict process.
2. EAC Declaration of Conformity
Applicable scenarios: Most production lines (e.g., automated production lines, packaging lines), with common certification schemes being 5D and 9C.
Features: Based on technical document review, with sample testing required in some cases, and assessment can be completed after equipment installation and commissioning.
Exemption scenarios
Spare parts, components, and used equipment do not require certification.
Detailed Certification Process
Taking the EAC Declaration of Conformity (5D scheme) as an example, the process is as follows:
Submit Application
Submit an application to a Russian-recognised certification body, specifying the product model, technical parameters, and applicable regulations.
Document Review and Contract Signing
Core documents to be submitted include:
Business licence and organisation code certificate;
Equipment technical specification (TU) or proof of compliance with GOST standards;
Risk assessment report (safety certificate);
Installation and commissioning manual and operating instructions.
Technical Assessment
Document analysis: Verify compliance of technical documents with regulations;
Testing/factory audit: Conduct equipment testing or on-site inspections (e.g., hygiene inspections of food production lines) as necessary.
Declaration Drafting and Registration
The institution drafts the EAC Conformity Declaration, which is reviewed and registered via the FGIS Rosakkreditation system using the applicant’s electronic digital signature (EDS).
Certificate Issuance
After registration is completed, the institution issues the EAC certification documents, which are valid throughout the member states of the Eurasian Economic Union.
Key Considerations
EAC Marking Requirements: The EAC mark must be affixed to the product label or packaging in accordance with specified dimensions (minimum 5mm), colours (black-on-white or white-on-black), and font.
Certification Body Selection: The certification body must be accredited by the Russian state to ensure the legal validity of the certificate.
Post-installation assessment: The production line must undergo compliance verification after installation and commissioning, as safety cannot be fully tested during transportation.
Costs and timeline: Determined based on equipment complexity and certification scheme; it is recommended to communicate with third-party institutions (such as Shanghai Jinghe Industry, etc.) in advance.
