Overview of the Certification System
EAC certification (Customs Union Technical Regulations Certification, also known as CUTR certification) is a mandatory product certification system implemented uniformly by member states of the Eurasian Economic Union, including Russia, Belarus, and Kazakhstan. It aims to ensure that products comply with the union's unified safety and quality standards, achieving ‘one certification, multiple countries.’ When exporting vulcanising machines and reducers as industrial equipment to Russia, compliance with relevant technical regulations must be ensured based on the product's characteristics.

Applicable Technical Regulations
As industrial machinery, vulcanising machines exported to Russia must comply with the Customs Union's technical regulation on the safety of machinery (ТР ТС 010/2011). Additionally, if the equipment includes electrical components, it must also meet the requirements of the technical regulation on the safety of low-voltage equipment (ТР ТС 004/2011) and Electromagnetic Compatibility (ТР ТС 020/2011).

Submit application: Complete the CU-TR application form, specifying product information and customs code  
Scheme confirmation: The certification body (e.g., Rongyida Certification) determines the certification scheme based on product category and regulatory requirements  
Document review and testing: Submit technical documents; factory audits and product sampling tests may be conducted as needed
Certificate issuance: After approval, a draft certificate is prepared, and the formal EAC certificate is issued after confirmation.  
Mark usage: Affix the EAC certification mark on the product and use the certificate copy for customs clearance.

Reducers are classified as transmission equipment and must comply with three core technical regulations when exported to Russia:
ТР ТС 004/2011 (Safety of Low-Voltage Equipment): Safety requirements for the electrical components of the equipment
ТР ТС 010/2011 (Safety of Mechanical Equipment): Safety requirements for mechanical structures, protective devices, etc.
ТР ТС 020/2011 (Electromagnetic Compatibility): Ensuring that the equipment does not cause electromagnetic interference to the surrounding environment during operation

Certification Documentation Requirements

Technical Documents    Product manual (in Russian), technical drawings (e.g., gear transmission structure, electrical schematic diagrams), description of intended use

Certification process and timeline
Document submission and review: The company submits complete application documents to the certification body, which confirms the plan within 3-5 working days
Factory audit (if applicable): If the product has a high risk level, certification body experts will visit the factory to conduct a quality system audit and product testing
Certificate issuance and customs clearance: The certificate is issued within 1-2 weeks after the audit is passed. The company must affix the EAC mark to the product before customs clearance

Key Considerations for Certification
Certificate Validity Period: CUTR certification certificates are available in single-batch, 1-year, 3-year, and 5-year terms. Companies may select the appropriate option based on their export plans
Certification Body Selection: Companies must select an authoritative body recognised by the alliance (e.g., Shanghai Jinghe Industrial) to ensure the certificate is accepted by Russian customs
Document Language Requirements: Core technical documents (e.g., manuals, test reports) must be provided in Russian or accompanied by Russian translations
Marking specifications: The EAC mark must be clearly displayed on the product itself or its smallest packaging, with a size of no less than 5mm, and must not be altered.
