CUTR certification (Customs Union Technical Regulations Certification), also known as EAC certification, is a mandatory compliance certification system implemented by the Eurasian Economic Union (Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan) for products, aimed at ensuring products meet unified safety and quality standards. Wire strippers and assembly lines, as industrial equipment, must comply with the corresponding technical regulations based on their application scenarios and risk levels when exported to Russia.

Applicable Technical Regulations
Wire strippers are classified as mechanical products and are primarily certified in accordance with TR CU 010/2011 ‘Technical Regulations on the Safety of Machinery and Equipment.’ This regulation covers various types of industrial machinery, including equipment used for cable processing, with a focus on mechanical operation safety, electrical safety, and protective devices.

Certification Types and Processes
EAC Certificate of Conformity (CoC): Applicable to medium-to-high-risk machinery, requiring involvement of a third-party certification body recognised by the Union. The process includes:
Identifying the applicable technical regulation clauses and testing standards for the product;
Preparing technical documentation (product manuals, drawings, test reports, ISO 9001 system certificates, etc.);
Conducting mechanical safety tests at an accredited laboratory (e.g., effectiveness of protective devices, electrical insulation, overload protection, etc.);
The certification body reviews the documents and test results, and conducts a factory audit if necessary;  
Issuance of the CoC certificate, which is typically valid for 1–5 years and requires regular supervisory reviews.  
EAC Declaration of Conformity (DoC): If the wire stripping machine is classified as low-risk (e.g., manual small-scale equipment), the manufacturer may self-declare compliance with regulatory requirements by submitting technical documentation for record-keeping, without the need for third-party review. However, the product must have complete test reports.

CUTR/EAC Certification for Assembly Lines
Regulatory Basis and Core Requirements
As a complete production system, assembly lines also comply with TR CU 010/2011. Certification requires an assessment of the safety of the entire production line, including:
Compliance of each component unit (conveyor belts, mechanical equipment, control systems);
Safety measures during installation and commissioning;
Coordination between units and overall operational safety;
Technical documentation compliant with regulatory requirements (e.g., production line layout diagrams, operating manuals, certification documents for individual components, etc.).

Certification Process Characteristics
Comprehensive Assessment: The entire process of production line collection, installation, commissioning, testing, fine-tuning, and operation must be reviewed, with on-site assessments possible at the production site (including the customer’s factory);
Document Integration: Separate certification documents for all component equipment (e.g., EAC certificates for motors and controllers) must be provided to ensure “component compliance → overall compliance”;
Certificate Type: Typically, an EAC Certificate of Conformity (CoC) must be applied for, as the complex risks associated with multi-device integration require third-party verification of the overall system's safety and effectiveness.

The EAC certification validity period is 1–5 years, depending on the product type and technical regulation requirements. The certificate must be renewed before expiration.
Certificate holders must retain all technical documents and test reports during the validity period for random inspections by regulatory authorities of member states of the Union;
If there are changes to product design or regulatory requirements, the certification compliance must be reassessed.

Operational recommendations for enterprises
Clarify product classification: First, determine the applicable risk level and certification type (CoC or DoC) based on the automation level of the wire stripping machine (manual/electric/fully automatic) and the complexity of the production line;
Select an authoritative institution: Prioritise certification bodies with EAEU accreditation (e.g., Shanghai Jinghe Industrial, etc.) to ensure the certificate is valid in Russia and other member states of the Union;
Plan testing in advance: The testing cycle for mechanical products typically takes one week, so sufficient time must be allocated for document preparation and laboratory testing;
Monitor regulatory updates: TR CU 010/2011 may revise technical standards, so product designs must be updated promptly to maintain compliance.
