海湾阿拉伯国家合作委员会（GCC）

1981年５月在阿联酋阿布扎比成立，GCC认证的管理机构是海湾合作组织下设的标准组织（GSO）。

GCC认证的程序
对于已经获证的车型 已授予GCC证书的车型，生产企业必须向GSO首脑办公室重新提交两份新的GCC合格证明书的原件，但不必重新提交试验报告及原始数据。 　　
对于新申请认证的车型 生产企业必须向GSO提交符合GCC认证要求的合格证书（两份原稿），并提交符合GSO要求的试验报告。每年在首次交付任一型号的车辆前至少三个月，制造厂应向GSO递交英语/阿拉伯语的合格证书, 证明该型号满足海湾车辆标准的要求（内容和格式符合规定）。半成品车辆（如底盘等）制造商，每年发运任何类型的第一批货物前，至少提前三个月，向GSO递交用英语/阿拉伯语书写的合格证，证明这类车辆符合有关海湾标准的要求。最终阶段制造（如整车）商，每年发运任何类型的第一批货物前，至少提前二个月，向GCC国家的标准化和计量组织递交用英语/阿拉伯语书写的合格证，证明这类车辆是按照半整车制造商的指南完成的，并仍然符合有关的车辆海湾标准的要求（内容和格式符合规定）。
在此阶段不必提交试验原始数据，但如有必要，GSO保留查看试验报告及原始数据的权利。所有试验数据必须来自生产企业自身实验室或来自由GSO认可的独立性实验室。
对于轮胎产品 生产企业必须向GSO提交GCC合格证书（两份原稿），并提交符合GCC格式和内容要求的试验报告及试验原始数据。
GSO组织的受理 GSO将对企业提交的证明材料及试验报告等文件审核，决定批准或拒绝接受此整车/轮胎产品的申请。成功通过GSO审阅后，将对提交的合格证书发给一个目录编号；如果审核结果为拒绝接受，将告知生产企业被拒绝的原因。GSO将在GCC证书上盖章及签字，并发还生产企业一份证书原件。其余原件复印件将保存于GSO客户档案中。

GCC认证证书的有效性控制 　　

GCC认证与很多国家和地区的认证不同，并不要求对生产企业的质量保障体系和生产条件进行例行检查，而是规定如果有必要，可派专人至生产企业验证其生产控制。GCC认证更侧重于对产品的核查，即参考产品在使用过程中的质量表现和消费者的反应及投诉为基础进行抽查。
GSO组织对于GCC合格证书有效性检查做了相关规定：对于整车产品，在每个公历年的最后一个月，对本车型年的证书进行有效性检查；对于轮胎产品，在被批准之日当年进行证书有效性检查。有效期到期之前，生产企业必须向GSO组织提交有关的复合型证明材料，逾期不提交，GCC认证的证书就会失效作废。

GCC认证提交文件的要求
GSO组织对于GCC认证过程中所需提交文件（包括试验报告）的格式和内容有比较详细的规定，文件必须是英文或者阿拉伯文。在GCC认证的相关技术标准中，GS48海湾标准对于产品合格证明书的内容和格式作了详细的规定。

GCC认证程序

1. 完整填写GCC认证申请表，向咨询公司提出申请 ；
2. 企业依照相关海湾标准的方法及标准在GCC认可的实验室对机动车辆及轮胎产品进行目击检测；
3. 咨询公司协助企业根据检测数据制作需要向GSO提交的技术及认证文件；
4. GSO将对企业提交的文件进行审查，如审查合格，GSO将向企业颁发GCC认证证书， 如审查不合格， GSO将通知企业申请未被通过，并告知原因；
5. GCC认证证书有效期满后，需重新制作申请延期的文件，申请新的GCC证书。

GCC认证实验室要求
由于海湾地区没有能够满足GCC标准要求的检测实验室，故GSO组织认可的ISO17025实验室出具的试验报告都可以被接受。但GSO组织规定，如果有必要，可派专人至生产企业验证其生产控制及试验设备是否符合要求，并可进行现场目击试验，并且保留要求相关试验在经验证的第三方独立实验室进行的权利。
