2010年2月14日俄罗斯《国家技术规范法》第 20 条规定：产品的质量安全符合性确认分为强制性和自愿性两类，自愿性确认合格采用自愿性认证方式，而强制性确认合格有两种方式，即符合性声明和强制性认证。也就是说，按确认方式分为符合性认证和符合性声明两类。符合性认证又分为强制性认证和自愿性认证。也可简单地分为，强制性认证、自愿性认证和符合性声明三种。

注意：新的GOST R认证标志是2010年12月27日执行。新的标志将不再使用机构代码的组合。

GOST R产品认证的流程包括：

提出认证申请；

根据申请作出决定，包括认证方案的选择；

检查技术文件，抽取样品，对样品进行一致性检查并进行测试；

工厂检查(如果选定的认证方案有此规定)；

对得到的结果进行分析并作出签发或拒绝出具符合性证书的决定；

签发符合性证书和符合性标志的使用许可证；

对获证产品实施监督检查(如果选定的认证方案有此规定)；

当产品不符合规定要求及符合性标志使用不当时提出整改措施；

通报认证结果。

 

GOST R合格认证介绍： 
Сертификат соответствия ГОСТ Р翻译成英文是：  GOST R Certificate of Conformity，中文翻译是：俄罗斯GOST-R合格证书。其中P（Россия）是Russia俄罗斯的意思。GOST-R证书是确认该产品符合俄罗斯安全法规的证明文件。俄罗斯认证（GOST）自1995年俄罗斯联邦法律《产品及认证服务法》颁布之后，俄罗斯开始实行产品强制认证准入制度，要求在俄罗斯市场上销售的商品必须具有GOST强制认证标志：PCT。 

GOST-R认证范围： 
针对对象主要是，被列入“俄罗斯强制认证清单”，合格认证需要遵循GOST R相关标准安全要求的产品。 -大部分产品已经被海关联盟CU-TR认证取代，取代的标准是海关联盟技术法规，认证标志是EAC。
注意：但是也有很多产品依旧未被海关联盟取代也是强制性的产品如：高压电器（电压超过1KV的），医疗器械，电池等依旧执行GOST-R Declaration。

自愿性GOST-R认证范围：
产品不在强制性海关联盟CU-TR技术法规管制范围内的产品且又不在俄罗斯GOST-R技术法规认证的范围内的产品，可以申请自愿性GOST-R证书（voluntary GOST-R certification）


GOST-R认证依据和强制认证清单： 
2009年12月1日俄罗斯政府第982号决议《关于强制性认证要求产品一致性清单和符合性声明认证要求产品一致性清单及其证书模板决定》Постановлением Правительства № 982 от 01.12.2009 г., 该决议于2010年2月14日正式生效。 
根据俄罗斯《技术调节法》规定，每年可以根据情况对于强制认证清单进行更新和调整。因此2010年11月13日再次对强制认证清单进行了调整，具体请见：Постановлением Правительства РФ № 906 от 13.11.2010 г. "О внесении изменений в Постановление Правительства РФ № 982 от 1 декабря 2009 г." ，该清单具体规定了需要进行合格认证和符合性声明认证的产品清单。 

产品不属于强制性认证清单，可以办理自愿性认证。自愿性认证可以有效提高产品市场竞争力，加快通关速度，是非常好的一种营销工具。 

GOST-R证书签发机构：俄罗斯联邦技术调节与计量局授权公告机构 

GOST-R证书类型和有效期： 
1、 单批次装运证书(На поставку и на партию) 
该证书只适用于特定的批次，特定的合同规定的产品，对于产品的名称、数量、规格、合同、俄罗斯客户等等进行了严格的规定。该证书一次性有效，办理该证书不需要提交样品，只需要提交文件和资料。 

2、1年有效期证书（На 1 год） 
办理该合格认证的产品，制造商在1年证书有效期限内，可以不限次、不限量的出口产品到俄罗斯领土范围内，任何客户有效。 

3、3年有效期证书 (На 3 года) 
办理该合格认证的产品，制造商在3年证书有效期限内，可以不限次、不限量的的出口产品到俄罗斯领土范围内，任何客户有效。 

GOST-R认证费用： 
因为每种产品复杂程度差别很大，所以认证费用也差别很大。根据客户提供的基本资料和产品描述，海关编码HS CODE，我们会1个小时内给你准确报价。具体认证询价请提供下列资料。

GOST-R认证需要的时间： 
3-5个工作日签发电子版证书，正本大约电子版证书后1周从俄罗斯莫斯科寄到中国来。

GOST TR  Technical Regulations Certificate of Conformity

The Certificate of Conformity is an official document confirming compliance of goods that are subject to certification of standard quality and safety. These are specified by current regulations (GOSTs and technical regulations of the Russian Federation). The GOST R system dates back to the time of the Soviet Union. At present, this system still remains relevant and is used within the territory of the Russian Federation. At the same time, the technical regulation was designed to harmonize national standards and resulted in reforming the competitive growth of native producers in Russia in accordance with the relevant federal law. Technical Regulations (TR TS Declarations) replace the old GOST system.

GOST R Certificate of Conformity

The Russian Federation adopted an ordinance in February of 2010 that determines which products are subject to mandatory certification, and which products require only a declaration. The products that need only a declaration may be certified on a voluntary basis. The certificate obtained is a full confirmation of compliance for specific products to the standards of quality and safety specified by current regulations.
SHANGHAI SEC is a certification body, which has the required accreditation from the Federal Agency on Technical Regulating and Metrology System (Rostechregulation), and the authority to issue GOST R and technical regulations certificates of conformity. A valid certificate represents product reliability and has shown to increase consumer demand. Many business leaders certify their products for compliance with technical regulations or GOST R aimed to increase sales levels, even when certification is solely voluntary.

GOST R Declarcation 

The GOST Certificate is an official document confirming the absolute compliance of a specific product with the requirements determined in the Technical Regulations. Only a certification body with direct accreditation from the Government Agency can issue a certificate. The Certificates of Conformity were introduced as a result of the implementation of the standardization system reform, in accordance with the Federal Law No. 184 "On Technical Regulation" of 2002. This law also determinates the regulations for the issuing of certificates of Conformity; its main identifying feature is the specific procedure required. The law lists specifically which products are subject to certification.
